Over the past decade, digital technologies have reshaped global governance, straining democratic principles, human rights protection, and trust in institutions. Regulatory frameworks remain fragmented, technological power is increasingly concentrated, and institutional and technical capacities are deeply uneven across countries. In this landscape, actors capable of bridging global dialogue with practical implementation are essential, and Cepei plays that role as a strategic connector between multilateral institutions, regional ecosystems, and communities of practice.
Cepei’s Digital Governance Strategy 2026-2030 builds on the organization’s Data Strategy and expands it into a comprehensive approach that positions data, artificial intelligence, and Digital Public Infrastructure (DPI) as key layers for accelerating the Sustainable Development Agenda and creating public value. Operating within global multilateral processes but grounded in the realities of Latin America and the Caribbean, the strategy connects the Global South with the global AI and digital governance dialogue to advance an effective regional agenda.
