During the last five years, Cepei’s Governance team has developed an analysis of the Voluntary National Reviews (VNRs) presented to the UN High-Level Political Forum (HLPF) by the countries of Latin America and the Caribbean. The objective of this exercise is to monitor progress in the implementation of the 2030 Agenda for Sustainable Development, generate knowledge regarding the commitments assumed by the countries, their level of compliance, lags, opportunities for improvement and lessons learned. Likewise, to deliver a series of recommendations to reporting countries regarding VNRs presentation. This year, Cepei provides recommendations for VNRs preparation at the ALC SDGs Forum.
In 2020, seven countries in Latin America and the Caribbean (LAC) presented their Voluntary National Reviews (VNRs), while two presented Key Messages. Once the reports were published, Cepei analyzed each VNR, approaching elements such as the structure followed, its alignment with the UN Secretary General’s recommendations for their preparation, as well as the consideration of essential elements of the 2030 Agenda. The analysis presents a holistic view of the state of each country regarding sustainable development, and future actions to meet the SDGs by 2030.
The following are the VNRs presented by LAC countries to the 2020 High-Level Political Forum (HLPF), whose central theme was Accelerated Action and Pathways to Transformation: Carrying Out the Decade of Action to Achieve Results in Sustainable Development. The Sustainable Development Goals (SDGs) prioritized in the annual theme of the Forum were: SDG 4: Quality Education; SDG 8: Decent Work and Economic Growth; SDG 10: Reduced Inequalities; SDG 13: Climate Action; SDG 16; Peace, justice and strong institutions; and SDG 17: Partnerships for the Goals. In addition to analyzing each one of the reports, Cepei carried out a comparative analysis of the 2020 VNRs of the LAC countries (Spanish). It analyzes elements such as the incorporation of the SDGs at the national level, references to COVID-19, the use of data, the alignment of VNRs with the voluntary guidelines of the United Nations Secretary General, the means of implementation, the incorporation of the central elements of the 2030 Agenda, the consideration of other global agendas, and the coherence of policies for development.
Analysis of Cepei to the Regional Forums on sustainable development
Every year- as part of the preparatory process for the High-Level Political Forum-, countries meet in the framework of the Regional Forums on Sustainable Development, held in the five UN regions. The Regional Forums are platforms where the countries of each region raise their common problems, exchange lessons learned and establish dialogues with non-governmental actors. This year, however, incorporates a special element: They will allow us to measure the commitment to implement the 2030 Agenda in the post-COVID-19 era.
The five Forums will be a decisive space to learn about the plans and strategies of the countries in the face of the recovery and response to the pandemic while they advance in the implementation of the 2030 Agenda.
The Forum of the countries of LAC held by ECLAC
The 2021 Latin American Regional Forum (Forum of the countries of Latin America and the Caribbean on sustainable development), organized by the Economic Commission for Latin America and the Caribbean (ECLAC), will be held virtually between March 15 and 18.
Within the framework of the official agenda, a meeting will be held together with the 2021 reporting countries, in order to offer recommendations for the construction of their VNRs. Cepei’s Governance Coordinator, Javier Surasky, an expert in monitoring VNRs, will participate on behalf of Cepei.
Cepei will be present at the LAC regional Forum through real-time monitoring of the discussions that will take place, and sharing information through our social media channels, to scale the implementation of the Sustainable Development Goals at the regional level, focusing on the relationship between compliance with the 2030 Agenda and recovery from COVID-19.
