The quality of reporting in LAC is at an average level compared to what was agreed in the 2030 Agenda.

The UN High-Level Political Forum (HLPF) will be held between July 10 and 19, 2023 in New York, United States. It is one of the most important events for the evaluation and monitoring of the 2030 Agenda and the Sustainable Development Goals (SDGs) in the eyes of the international community.

The 2023 edition of the forum will be relevant especially for the central theme chosen for the event, which will be “accelerating recovery from coronavirus disease (COVID-19) and the full implementation of the 2030 Agenda for Sustainable Development at all levels”. The forum program decided to emphasize five SDGs, which under review during the meetings and events:

  • SDG 6: clean water and sanitation
  • SDG 7: affordable and clean energy
  • SDG 9:  industry, innovation and infrastructure
  • SDG 11: sustainable cities and communities
  • SDG 17: partnerships for the Goals

After several years analyzing the Voluntary National Reports (VNR) submitted by Latin American and Caribbean countries to accelerate the implementation of the 2030 Agenda, Cepei will participate and will emphasize the need to improve their quality, as this is still not enough to achieve the commitments of the agenda. During this edition, 38 countries will present VNR and four of them will be from Latin America and the Caribbean:

  1. Barbados
  2. Chile
  3. Guyana
  4. St. Kitts and Nevis

Seven years away from this global agenda, it is crucial to put the spotlight on VNRs to boost data quality and bring together all stakeholders to work together. This is why Cepei recently launched its interactive digital tool, the SDG VNR Quality Tracker, which analyzes the quality of VNR and governance for SDG implementation in Latin America and the Caribbean. It also offers practical advice for countries planning to report in the future.

Until before this year’s HLPF, the tool’s VNR quality index yielded a score of 54 out of 100 across 7 reports. This indicates the room for improvement that still lies ahead.

Cepei at the HLPF 2023

As part of the forum activities, Cepei, the International Institute for Sustainable Development (IISD) and the SDG Lab are teaming up to conduct a series of two webinars to share expectations of what the HLPF will look like and the conclusions it will leave behind.

This meeting will be held at the permanent headquarters of the Konrad Adenauer Foundation in New York and will aim to present Cepei’s quality analysis of the VNR to representatives of the United Nations, academia, civil society and National Statistical Offices.
