As global AI governance is increasingly shaped by U.S. and China technological and geopolitical competition, middle-power actors have a narrowing window to help shape a more inclusive, rights-based, and cooperative agenda. Latin America and the Caribbean (LAC), Europe, and Canada approach the challenge from different starting points, but share a common interest in moving from high-level principles to practical, enforceable governance tools.
Between March and April 2026, the Konrad Adenauer Foundation (KAS) New York Office, Cepei, and the Canadian Council for the Americas convened a three-workshop series to strengthen practical transregional cooperation on AI governance. This Strategic Input Note distills the areas of convergence, shared challenges, and concrete pathways for cooperation identified across the three regions, and points to the UN Global Dialogue on AI Governance in July 2026 as a strategic entry point for building momentum.
