AI Governance in Latin America and the Caribbean: Key Findings from the Regional Dialogues

July 9, 2026

On June 4 and June 23, 2026, Cepei, in partnership with ILDA, PIT Policy Lab, and the Konrad Adenauer Stiftung (KAS), convened a series of regional dialogues on AI governance in Latin America and the Caribbean (LAC). The sessions brought together governments, civil society, the private sector, academia, and multilateral organizations to shape a regional contribution to the United Nations Global Dialogue on AI Governance.

The discussions revealed a broad regional consensus on the need to strengthen coordination, while recognizing the region’s heterogeneity, uneven institutional and technical capacities, and diverse regulatory approaches. This Strategic Input Note distills the region’s key priorities and the strategic actions that can carry them forward, framing the Global Dialogue not as a one-off consultation but as the starting point of a long-term regional agenda to strengthen LAC’s influence in global AI governance.

Principales hallazgos

AI governance must move beyond regulation and beyond risk mitigation alone. LAC should embrace a comprehensive vision that also rests on robust data governance, digital infrastructure, institutional and technical capabilities, and mechanisms for a more equitable distribution of AI benefits.

Latin America and the Caribbean has the potential to lead a middle-powers agenda. The region's comparative advantages, including deep multistakeholder governance experience, strong human rights traditions, and strategic natural resources such as critical minerals, position it to exercise greater leadership in global digital and environmental governance.

Closing capability gaps and advancing AI sovereignty should be cooperation priorities. A Permanent Regional Multistakeholder Platform for AI Governance would coordinate technical and political efforts, align priorities, and connect initiatives led by partners, building continuity from the 2026 Geneva Dialogue toward the 2027 Dialogue in New York.
