Cepei met in Paris with Experts on South-South Cooperation in a new Development context

Co-organised by the OECD Development Centre and the United Nations Office for South-South Cooperation (UNOSSC), in collaboration with the Finance Center for South-South Cooperation, the “Technical brainstorming meeting on “South-South Co-operation in a New Development Context: towards a Consensus Agenda for Action” was held in Paris on February 9th 2018. 

The event gather experts for an informal and interactive exchange on key issues for the international debate and agenda of South-South and triangular cooperation. This brainstorming will provide insights for the preparatory process of the Second High-level United Nations Conference on South-South Co-operation (BAPA+40 Conference). Cepei´s Governance for Development Coordinator, Javier Surasky, was invited to be part of the event that focused on the future of SSC as a complementary modality to traditional cooperation.

Objectives

The meeting of 3 sessions – South-South cooperation in an emerging context; Comparative approaches for South-South Cooperation; How can South-South cooperation play a better role in the global context? -aimed to:

Foster dialogue among experts on the trends, achievements, challenges and opportunities of South- South and triangular co-operation (SSTC) in the evolving international development architecture.


-Identify some key and emerging issues that could be included and further developed in the international debate on SSTC.


-Identify opportunities, milestones and strategic actions to leverage relevant processes to advance this agenda, notably the preparatory process of the Second High-level United Nations Conference on South-South Cooperation (40th Anniversary Conference on the Buenos Aires Plan of Action or BAPA+40 Conference).

“Countries can learn from others experiences. Learn because there is something to be adopted, but also from failures. To do so, we need to establish a mechanism that does not measure how much a country comply with given objectives, but rather one that reports the specificity and the challenges that each country is facing, their singularity”. 

“The point is not how South-South cooperation can be measured in order to be compared to other forms and how to catch up with gaps of the present system of analysis. The point is how you can put in place a knowledge system, a way for countries to learn, by observing, what other countries are doing”.
